Lip syncing is the act of silently mouthing words in synchronizationation to a pre-recorded soundtrack
When it's appropriate
It is appropriate to use lip syncing for your music when an artist is recording a music video. This is because it allows them to focus on other macro elements of the music video such as their blocking within the video which is very important also.
When it's not appropriate
It is not appropriate for artists to use lip syncing during live shows and concerts as the audience have paid lots of money to see the artist perform, not to hear a pre recorded version of the songs being played at the concert. If they wanted to listen to that they could by the album and spend a lot less money.
